EPA Region 9 Selects Arrowhead Contracting, LLC for award of AMRCS Mesa V Time Critical Removal Action

Arrowhead Contracting, LLC (Overland Park, KS) was recently selected by EPA Region 9 for award of the Mesa V Time Critical Removal Action (TCRA) project. The contract was procured as a competitive best value task order under the Abandoned Mine Response and Construction Services (AMRCS) ID/IQ Program. The AMRCS Program was established by EPA to provide removal and remedial actions at former uranium mine sites located throughout the Navajo Nation. The Mesa V site is located in the Northern Abandoned Uranium Mine Region of the Navajo Nation, west of Cove, Arizona, within the Lukachukai Mountains.

The Mesa V TCRA is a complex radiological mine tailings remediation effort involving work along steep canyon slopes, sandstone cliff bands, and areas currently inaccessible by existing roadways. Some waste excavation areas will be performed using Spider Excavators requiring tensioned anchors and/or mine slushers. Additional elements of the work include:
  • Construction of site infrastructure and utilities
  • Rockfall mitigation measures
  • Haul road construction
  • Harvesting of local rock and borrow materials
  • Construction of gabion rock retaining walls
  • Construction of an on-site repository
  • Excavation, transportation, and placement of mine tailings
  • Capping and closure of the site repository
  • Site grading, restoration, and revegetation
  • Long term monitoring and O&M
Arrowhead will be supported by a highly experienced, “best in class” team of firms including Envirocon, Perma-Fix, and Navajo Engineering and Construction Authority (NECA). The project will commence in late 2025 and is scheduled for completion in 2027.

Arrowhead has been supporting EPA Region 9 in the Cove, Arizona, area since early 2023. This award represents Arrowhead’s second significant task order award under the AMRCS Program.
